Marketed timelines for Paraguay residency are often unrealistic. The 2026 working timeline is 60 to 120 days end-to-end for a cleanly papered file. Here is what actually happens, week by week.

Weeks 1–4: home-country document chain

Engagement, fit assessment, file-build kickoff. Order criminal records (FBI/ACRO/Führungszeugnis equivalent), birth certificate, marriage certificate. Begin apostille chain. This is where files stall — on US files the state-by-state apostille can stretch three to four weeks; UK two; most European jurisdictions one. We sequence the orders so the apostille for the latest-dated document does not expire before all others arrive.

Weeks 4–6: translation and Paraguayan-side preparation

Translations into Spanish by an officially recognised Paraguayan translator. Parallel: lease in Asunción signed, utility accounts opened, qualifying-means evidence finalised. This is the period when the in-country footprint begins to exist, even before the principal has visited.

Weeks 6–8: in-country visit

Principal arrives in Asunción. Medical certificate at a recognised clinic. Biometric capture at migration. File submission with full document set and translations. Personal bank account opened against the eventual cédula. The visit is 5–10 days and is the only mandatory in-country leg.

Weeks 8–16: migration processing

Dirección General de Migraciones processes the file. Cleanly papered applications resolve in four to eight weeks in this window. Cédula is issued, followed by RUC enrolment with the SET. RUC is normally issued same-week as the cédula and is what converts permanent residency into tax-residency capacity.

Post-grant: substance build and home-country exit

With cédula and RUC in hand, the substance leg becomes operational: bank activity, lease maintenance, utility use. The home-country exit, where applicable, is filed against the principal's home tax authority on the standard the home country requires. This is the leg most agents do not handle.

Can the file be done in 30 days?

No. The apostille and translation chain alone is normally four to six weeks. Anyone quoting 30 days is either skipping the apostille leg or misrepresenting the timeline.

Do I need to visit Paraguay multiple times?

No — one visit for biometrics and submission, then the file is processed remotely. A second visit for cédula collection is convenient but not strictly required.
