BVI issues updated guidance on economic substance filings

The International Tax Authority (ITA) has released new procedural guidance for submitting economic substance declarations through the VIRRGIN online portal. The update focuses on filing mechanics and portal functionality rather than changes to the underlying legal framework.
The ITA confirmed that no amendments have been made to the Economic Substance (Companies and Limited Partnerships) Act or to the Rules on Economic Substance. Any future substantive changes will be issued formally, either through amendments to the Act or revisions to the Rules.
The latest guidance provides clarifications on how entities must submit filings through VIRRGIN, updated instructions for registered agents on managing declarations, technical notes on bulk filing, error resolution and document uploads, and reminders on deadlines, entity classifications and reporting obligations.
The ITA's stated aim is to streamline the filing process and reduce submission errors, particularly as volumes of declarations continue to grow.
BVI companies and their registered agents should review the updated portal instructions before their next filing cycle — procedural errors, not legal changes, are now the main cause of rejected declarations.
