UK crypto debanking inquiry: what the APPG evidence means for your business account

The APPG on Crypto and Digital Assets is collecting evidence on UK firms being denied or losing bank accounts. This briefing explains what the inquiry covers, why banks decline crypto businesses, and how to prepare a file a bank can actually approve.

The All-Party Parliamentary Group on Crypto and Digital Assets has opened an inquiry into banking access for UK crypto and digital-asset firms, inviting evidence on account refusals, closures and the practical effect on businesses. UK Finance, the banking industry's trade body, has responded with a formal letter setting out the sector's position. This October briefing explains what the inquiry means for a crypto business that needs a UK or European account; it is not a report that any bank has changed its policy this week.

The pattern behind the inquiry is familiar to anyone working in the sector: a crypto firm applies for a business account, the application stalls at the nature-of-business question, and the answer is a polite decline with no reasons given. Firms that do hold accounts describe sudden reviews, payment blocks on exchange transfers and closures with notice. The inquiry is significant because it puts those experiences on the parliamentary record, but it does not itself oblige any bank to open an account.

Why do UK banks decline crypto businesses?

Banks cite financial-crime risk, the scale of crypto-related investment fraud affecting their customers, and the cost of monitoring a business model they do not understand. Under UK money-laundering rules a bank answers for its customers' activity, so a firm whose revenue arrives from exchanges, wallets or token sales represents ongoing compliance work that many high-street banks simply price at zero appetite.

A decline is rarely about your firm personally. It is usually a sector-level decision: the bank has decided not to bank cryptoasset businesses at all, or not without a specialist team it does not have. That is why applying to more high-street banks with the same pack tends to produce the same answer.

Does FCA registration guarantee a bank account?

No. FCA cryptoasset registration for anti-money-laundering purposes is a baseline expectation, not a banking passport. Banks and EMIs run their own risk assessments on top of it, looking at ownership, source of funds, the exchanges and counterparties you deal with, and whether your activity matches what you declared. A registered firm with a thin application file is still declined.

The firms that do get banked treat the application as an evidence exercise: a clear ownership chart, a written business model, AML procedures that match the actual flows, named exchange and wallet relationships, and realistic volume forecasts. The file answers the compliance team's questions before they are asked.

What should a debanked crypto firm do first?

If your account is being closed, move methodically: export statements and transaction records, note the notice period, and ask the bank through its complaints process for whatever explanation it will give. Do not route business payments through a personal account or a third party's account — that pattern converts a banking problem into a potential fraud marker.

Then rebuild the application properly for an institution that banks crypto businesses on purpose: an FCA-authorised EMI with a written digital-asset policy, or a bank with a dedicated virtual-asset desk. Applying to five institutions at once with a generic pack produces five declines, and later applications often ask about previous refusals.

How Xavion Capital approaches UK crypto banking

Xavion Capital is an advisory firm, not a bank. We start with a free review of your FCA position, business model, ownership and payment flows, and tell you honestly which institution types are realistic. Where the case is supportable, we prepare the application pack and introduce it to banks and EMIs whose current appetite fits — one at a time, with the evidence arranged the way their compliance teams ask for it.

For cases that pass our review, we guarantee onboarding with a suitable banking or payment provider. That guarantee does not reverse another bank's decision, and we do not help disguise what a business does. Write to us for a free opinion on your case via the contact form, Telegram @xavioncapital or WhatsApp +44 7444 394747.

Why it matters for banking

Parliamentary attention may eventually improve banking access for UK crypto firms, but your business needs an account now. The firms getting banked today are the ones whose applications are built as evidence files for institutions that accept the sector deliberately, not as forms submitted everywhere at once.
