Anjouan is one of the autonomous islands of the Union of the Comoros. It issues offshore gaming licences that some online gaming operators use as a lower-cost option, particularly since Curaçao introduced its new licensing framework.

An Anjouan licence can be a legitimate starting point, but it has real limits. It does not allow you to serve players in countries that require a local licence, and many banks, acquirers and platform providers treat it with caution. This page explains what the licence covers, what operators must have in place and how banking and payments fit in.

Short answer

Is an Anjouan gaming licence legal?

It is a licence issued under Anjouan law. It does not permit serving players in countries that require their own licence or ban online gaming.

  • Can I accept UK or US players with an Anjouan licence: No. Those markets have their own rules, and you must block players from any market you are not authorised to serve.
  • Will banks accept an Anjouan licence: Some will, many will not. Acceptance depends on target markets, controls, owners and the payment model. We review this before you apply.
  • Is Anjouan better than Curaçao: It is often cheaper and faster, but Curaçao and other regulators are more widely accepted by payment providers and game studios. The right choice depends on your markets.

What the licence covers

An Anjouan gaming licence typically covers online casino, betting and related activity operated from a company set up for that purpose. It authorises activity under Anjouan law only. Markets such as the UK, most EU countries, the United States and Australia have their own licensing or prohibition rules, and an offshore licence does not override them. Operators need to block players from markets they are not permitted to serve.

What operators need in place

Expect to provide company documents, owners and directors with identity and background information, source of funds, a business plan, AML and responsible gaming policies, terms and conditions, and information about the gaming platform and game providers. A credible operator also needs player verification, geo-blocking, complaint handling and record keeping, regardless of what the minimum requirements are.

Anjouan compared with other offshore licences

Anjouan is usually faster and cheaper than Curaçao under its new framework, Malta or the Isle of Man. The trade-off is acceptance. Game studios, payment providers and banks often prefer, or require, a better known regulator. Operators targeting regulated markets usually need a local licence there anyway, so Anjouan suits a narrower set of business models.

Banking and payments

Banking is often the hardest part. Many acquirers will not accept an Anjouan licence alone, and those that do will look closely at target markets, geo-blocking, KYC, chargebacks and the owners. Crypto-only payment models still need banking for company expenses and payouts. We review payments and banking at the same time as the licence so the operator does not end up licensed but unable to settle funds.

Building a credible operator file

A licence is only one piece of the file that game providers, acquirers and banks review. They also look at the corporate structure, who the owners are, the target markets, the KYC and AML set up, responsible gaming tools, the platform provider and the company's track record. Operators who can show working geo-blocking, documented player verification and clear complaint handling are far easier to place than operators who rely on the licence alone.

Planning for future licensing

Many operators use an offshore licence while they test a market, then apply for a licence in a regulated jurisdiction as revenue grows. If that is your plan, build controls to the standard the future regulator will expect from the start. Moving an existing player base and payment flows to a new licence is much easier when records, policies and ownership are already clean.
